The paper examines the reasons behind the Government's choice of PFI funding for the provision of major public services involving construction, the structuring of such projects and the newer ‘bundling' of smaller projects to extend PFI thinking into local health care renewal. John edmond identifies the uncertainties and difficulties about PFI and acknowledges that the long-term nature of these projects makes assessing value for money difficult.
