The SCL Delay and Disruption Protocol was published in 2002. Since then, it has attracted considerable interest from those involved in the construction industry, both in the UK and abroad. In this paper Julian Bailey considers the provisions of the Protocol, and how the Protocol has fared during the 12 years since its publication.
