About this Seminar

This seminar will provide a practical construction law perspective on Environmental, Social, and Governance (ESG) requirements in Singapore’s built environment sector. We will examine the deeper ecological context that should underpin ESG obligations—including the planetary boundaries framework and the growing recognition that sustainability requires more than carbon reduction alone —alongside the rapidly expanding landscape of climate change litigation and Singapore's emerging role as a dispute resolution hub for climate-related disputes. Moving beyond policy discussions, the seminar will address the contractual allocation of ESG risks, regulatory compliance and emerging dispute issues. The session is designed to contribute to the development of consistent industry approaches to ESG in construction law, including the evolution of standard clauses, risk allocation models and best practices that may inform future SCL(S) guidance and protocol development.

About the Speakers
 

Mr. Anil Changaroth - Managing Director, ChangAroth Chambers LLC; Council Member, Society of Construction Law (Singapore)

Anil Changaroth (FCIArb FSIArb FPIArb) an internationally accredited Mediator (Investor State, Multicultural, Commercial and Family), Arbitrator, Adjudicator, Dispute Board and Restorative Justice practitioner, is an Advocate and Solicitor of Singapore (1995), Solicitor of England and Wales (2007). With over three decades of experience in Appropriate Dispute Resolution (ADR) across Asia Pacific, his practice spans civil, commercial and criminal conflict avoidance, dispute resolution and front-end contract advisory, with particular depth in the building, construction, infrastructure sectors, at the intersection of Environmental, Social and Governance and Sustainability (ESG). With MSc in Construction Law and DR (King’s College London & NUS) and graduate certificate in ESG-Sustainability and Green Economy Strategies, (SMU), Anil is actively involved in shaping ESG and sustainability practice within the legal and dispute resolution ecosystem. As Chair (2023-24) of the Law Society of Singapore chair of Environmental, Social & Governance Working Group, Anil was instrumental in establishing the Working Group and advancing thought leadership on ESG governance, dispute avoidance and stakeholder engagement. Anil also serve on Probono SG’s ESG Working Group, and is a member of the International Bar Association Bar Issues Commission’s Climate Change Working Group, participating in international dialogue on climate risk, sustainability and the role of law and dispute resolution.  

Ms. Catherine Loke – Partner, Lander Loke Architects; Founding President, The Circle for Human Sustainability

Catherine Loke is a Partner in Lander Loke Architects and Founding President of The Circle for Human Sustainability. She has been a Member of the Board of Architects Singapore since 2022, and served on the Council of the Singapore Institute of Architects (SIA) from 2012 to 2022 during which time she was 1st Vice President from 2018 to 2020.
At SIA, she was actively involved in drafting standard forms of contracts and practice notes as well as liaising with government agencies on regulatory and procurement matters.
Catherine teaches architectural practice at NUS and Sustainability & Systems Thinking at Temasek Polytechnic. She is also a Certified Permaculture Designer and regularly hosts students, local groups and foreign visitors at urban farms. With her wide-ranging interests and experience, Catherine has served as expert witness on disputes over payment, defects, delays, boundary encroachment and compliance with regulatory requirements, and is known for her thought-provoking talks on subjects ranging from architecture, building contracts and BIM to sustainability, permaculture and economics.
In the sustainability space, she is known for questioning the relevance and effectiveness of current strategies, and advocating for a balanced economic system that is not reliant on growth, that enables ecologically responsible behaviour through community empowerment and legislative change. In recognition of her contribution to the built environment industry, she was awarded the Women of the Built Environment Award at the RICS Awards 2020 Southeast Asia.

Lesley Tan is a Partner at WongPartnership LLP, with a focus on the specialist areas of Energy, Projects, and Construction. With extensive expertise in both front-end advisory and contentious dispute resolution, she has been involved in major infrastructure projects, including integrated resorts, petrochemical plants, and airport developments.
